Liverpool City Council adopts Supplementary Planning Document for the WHS

On 9th October 2009, Liverpool City Council adopted the Supplementary Planning Document for the WHS after 3 years hard work by many people.

Public consultation was undertaken on the SPD during March and April 2009 and forty written representations were received.  These representations have been considered and the SPD has been amended to try to accommodate the views expressed, as far as possible.

The revised SPD (text only version) was considered by the City Council's Executive Board on 9th October and was approved.  The SPD for the WHS is the most comprehensive document of its kind in the UK and was described in the editorial of The Daily Post as ".a triumph for common sense.!".

The English Heritage Advisory Committee has considered the adopted SPD and has commented that English Heritage ".fully support its overall approach and content, particularly the focus on 6 character areas as the basis for establishing the historical and architectural significance of development site". However, English Heritage has added that the "Proposals for Clarence Dock and the wider Central Docks will need to be carefully assessed and should only be permitted if they can be delivered without compromise to the outstanding universal value, authenticity and integrity of the WHS" and "Liverpool City Council should develop a methodology to assess the effect of the development on the outstanding universal value, authenticity and integrity of the WHS."

The guidance within the SPD is now being used to guide conservation, development and regeneration in and around the WHS.
