Heritage Merit and Need


The Assessment of Heritage Merit and Heritage Need (September 2005) was commissioned by Liverpool City Council to provide an independent study of the buildings in the World Heritage Site as a tool for improving the management of the Site's building stock.
As the World Heritage Site takes in large areas of the City Centre it includes buildings and monuments of varying age and quality. The most important buildings and monuments are formally recognised by being on the statutory list of buildings of architectural of historic interest.
However, it was considered helpful to have an independent assessment of which other structures are of heritage merit and, if so, for what reason.
At the same time it is helpful to have an objective study of which buildings make a neutral or even a negative contribution to the townscape.
For instance, the former Shanghai Palace Restaurant on the Pier Head was found to be making a negative contribution to the World Heritage Site and has since been acquired for demolition by English Partnerships.
The City Council maintains a Buildings At Risk (BAR) Register and has an active programme of addressing those buildings which are at risk through lack of maintenance of use.
The BAR Register focuses only on listed buildings, but the Assessment of Heritage Need provides information on the condition and occupancy of all buildings within the World Heritage Site.
It therefore provides a basis for where positive intervention may be needed to prevent further deterioration and disuse.
