This huge office building was designed by Thomas C. Clarke with a symmetrical street frontage. The upper floors rest on a tall colonnade of polished granite Doric columns with plate glass set behind.

This building has a dated rainwater head of 1828. Built as speculative offices with shops on the ground floor, it appears to be one of the earliest surviving office buildings in Liverpool. Like most of the pre-Victorian buildings in the area, it is faced in stucco rather than stone.
The adjoining Harrington Chambers, with a slightly more elaborate facade, is of similar date.
